    1-6                         A BILL TO BE ENTITLED
    1-7                                AN ACT
    1-8  relating to the fee for the university center at Texas Tech
    1-9  University.
   1-10        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
   1-11        SECTION 1.  Section 54.524(a), Education Code, is amended to
   1-12  read as follows:
   1-13        (a)  The board of regents of Texas Tech University may levy a
   1-14  regular fixed student fee not to exceed $50 <$20> per student for
   1-15  each semester of the long session and not to exceed $25 <$10> per
   1-16  student for each term of the summer session, or any fractional part
   1-17  thereof, as may in their discretion be just and necessary for the
   1-18  sole purpose of operating, maintaining, and improving the
   1-19  University Center.  The amount of the fee may be changed at any
   1-20  time within the limits specified in order to provide sufficient
   1-21  funds to support the center, but any increase in the <initial> fee
   1-22  of more than 10 percent from one academic year to the next must be
   1-23  approved by a majority vote of those students participating in a
   1-24  general election called for that purpose or by a majority vote of
   1-25  the student government.
   1-26        SECTION 2.  This Act applies beginning with fees due for the
   1-27  fall semester of 1995.
   1-28        SECTION 3.  The importance of this legislation and the
   1-29  crowded condition of the calendars in both houses create an
   1-30  emergency and an imperative public necessity that the
   1-31  constitutional rule requiring bills to be read on three several
   1-32  days in each house be suspended, and this rule is hereby suspended,
   1-33  and that this Act take effect and be in force from and after its
   1-34  passage, and it is so enacted.
