                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to the change of name of Corpus Christi State University
    1-3  to Texas A&M University--Corpus Christi and to the mission and
    1-4  admission standards of the university.
    1-5        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-6        SECTION 1.  Section 55.1711, Education Code, is amended to
    1-7  read as follows:
    1-8        Sec. 55.1711.  TEXAS A&M UNIVERSITY--CORPUS CHRISTI <CORPUS
    1-9  CHRISTI STATE UNIVERSITY>.  (a)  The board of regents of The Texas
   1-10  A&M University System may acquire, purchase, construct, improve,
   1-11  enlarge, and equip property, buildings, structures, and facilities
   1-12  for Texas A&M University--Corpus Christi <Corpus Christi State
   1-13  University>, including a classroom, a laboratory, and an office
   1-14  facility; a central heating and air conditioning plant; roads,
   1-15  sidewalks, landscaping, and related infrastructure; and a physical
   1-16  education instructional facility.  The board may finance said
   1-17  facilities through the issuance of bonds pursuant to this
   1-18  subchapter and in accordance with its existing system-wide revenue
   1-19  financing program and may pledge irrevocably to the payment of such
   1-20  bonds all or any part of the aggregate amount of student tuition
   1-21  charges required or authorized by law to be imposed on students
   1-22  enrolled at Texas A&M University--Corpus Christi <Corpus Christi
   1-23  State University>; and the amount of any pledge so made shall never
   1-24  be reduced or abrogated while such bonds, or bonds issued to refund
    2-1  such bonds, are outstanding.  Bonds issued pursuant to this
    2-2  subsection may not be issued in an aggregate principal amount
    2-3  exceeding $30 million.
    2-4        (b)  The bonds issued hereunder and the facilities financed
    2-5  thereby shall be subject to all approvals then required by law.
    2-6        SECTION 2.  Section 61.003(3), Education Code, is amended to
    2-7  read as follows:
    2-8              (3)  "General academic teaching institution" means The
    2-9  University of Texas at Austin; The University of Texas at El Paso;
   2-10  The University of Texas of the Permian Basin; The University of
   2-11  Texas at Dallas; The University of Texas at San Antonio; Texas A&M
   2-12  University, Main University; The University of Texas at Arlington;
   2-13  Tarleton State College; Prairie View Agricultural and Mechanical
   2-14  College; Texas Maritime Academy; Texas Tech University; University
   2-15  of North Texas; Lamar University; Texas A&I University; Texas A&M
   2-16  University--Corpus Christi;  Texas Woman's University; Texas
   2-17  Southern University; Midwestern University; University of Houston;
   2-18  Pan American University; The University of Texas at Brownsville;
   2-19  East Texas State University; Sam Houston State University;
   2-20  Southwest Texas State University; West Texas State University;
   2-21  Stephen F. Austin State University; Sul Ross State University;
   2-22  Angelo State University; Tyler State College;   and any other
   2-23  college, university, or institution so classified as provided in
   2-24  this chapter or created and so classified, expressly or impliedly,
   2-25  by law.
   2-26        SECTION 3.  Subchapter E, Chapter 87, Education Code, is
   2-27  amended to read as follows:
    3-1          SUBCHAPTER E.  TEXAS A&M UNIVERSITY--CORPUS CHRISTI
    3-2                   <CORPUS CHRISTI STATE UNIVERSITY>
    3-3        Sec. 87.401.  ESTABLISHMENT; SCOPE.  (a)  Texas A&M
    3-4  University--Corpus Christi <Corpus Christi State University> is a
    3-5  coeducational general academic teaching <educational> institution
    3-6  located in the city of Corpus Christi.  The <upper-level>
    3-7  institution is a component institution of The Texas A&M University
    3-8  System and is under the management and control of the board of
    3-9  regents of The Texas A&M University System.
   3-10        (b)  The board has the same powers and duties concerning
   3-11  Texas A&M University--Corpus Christi <Corpus Christi State
   3-12  University> as are conferred on it by statute concerning Texas A&M
   3-13  University.
   3-14        Sec. 87.402.  Courses and Degrees; Rules; Joint Appointments.
   3-15  (a)  The board, with the approval of the Texas Higher Education
   3-16  Coordinating Board, may prescribe courses leading to customary
   3-17  degrees as are offered at leading American educational institutions
   3-18  and may award those degrees, including baccalaureate, master's, and
   3-19  doctoral degrees and their equivalents.
   3-20        (b)  A new department, school, or degree program may not be
   3-21  instituted without the prior approval of the Texas Higher Education
   3-22  Coordinating Board.
   3-23        (c)  The board shall adopt other rules for the operation,
   3-24  control, and management of the institution, including the
   3-25  determination of the number of students that may be admitted to any
   3-26  school, college, or degree-granting program, as may be necessary
   3-27  for the conduct of the institution as one of the first class.
    4-1        (d)  The board may make joint faculty appointments in Texas
    4-2  A&M University--Corpus Christi <Corpus Christi State University>
    4-3  and in other institutions under its governance.  The salary of a
    4-4  person who receives a joint appointment shall be apportioned to the
    4-5  appointing institution on the basis of services rendered.
    4-6        Sec. 87.403.  <ADMISSION STANDARDS.  Admission standards at
    4-7  Corpus Christi State University for freshman- and sophomore-level
    4-8  students must be comparable to the admission standards for
    4-9  freshman- and sophomore-level students at public senior colleges
   4-10  and universities that are members of the Southwest Conference.>
   4-11        <Sec. 87.404.>  Limitations.  (a)  Texas A&M
   4-12  University--Corpus Christi <Corpus Christi State University> may
   4-13  not offer freshman and sophomore courses until the fall semester,
   4-14  1994.
   4-15        (b)  Freshman enrollment at Texas A&M University--Corpus
   4-16  Christi <Corpus Christi State University> shall be limited to:
   4-17              (1)  400 students for 1994; and
   4-18              (2)  500 students for 1995, unless a total enrollment
   4-19  increase of 300 or more students occurs between the fall semester
   4-20  of 1993 and the fall semester of 1994 at Texas A & I University and
   4-21  at Del Mar College.
   4-22        SECTION 4.  (a)  The name of Corpus Christi State University
   4-23  is changed to Texas A&M University--Corpus Christi.
   4-24        (b)  A reference in law to Corpus Christi State University
   4-25  means Texas A&M University--Corpus Christi.
   4-26        (c)  An appropriation for the use and benefit of Corpus
   4-27  Christi State University is available for the use and benefit of
    5-1  Texas A&M University--Corpus Christi.
    5-2        (d)  Before using new stationery or other supplies printed
    5-3  with the university's name as changed by this Act, the university
    5-4  shall use all stationery and other supplies that are printed with
    5-5  the university's former name and that are in its possession on the
    5-6  effective date of this Act.
    5-7        SECTION 5.  The importance of this legislation and the
    5-8  crowded condition of the calendars in both houses create an
    5-9  emergency and an imperative public necessity that the
   5-10  constitutional rule requiring bills to be read on three several
   5-11  days in each house be suspended, and this rule is hereby suspended,
   5-12  and that this Act take effect and be in force from and after its
   5-13  passage, and it is so enacted.
