A BILL TO BE ENTITLED
1-1 AN ACT
1-2 relating to public school campus report cards.
1-3 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1-4 SECTION 1. Section 35.043, Education Code, is amended to
1-5 read as follows:
1-6 Sec. 35.043. Campus Report Card. (a) Each school year, the
1-7 Central Education Agency shall prepare and distribute to each
1-8 school district a report card for each campus. The campus report
1-9 cards must be easy to understand and be based on the most current
1-10 data available <disaggregated by student groups>. Campus
1-11 performance must be compared only to:
1-12 (1) previous campus and district performance;
1-13 (2) <,> current district performance;
1-14 (3) <,> state established standards;<,> and
1-15 (4) the <comparable campus group> performance of a
1-16 group of comparable campuses, each of which:
1-17 (A) is located in a district that has a ratio of
1-18 taxable property per student similar to that of the district in
1-19 which the campus is located;
1-20 (B) has a similar number of students, with
1-21 substantially similar demographics; and
1-22 (C) is located in a district that the
1-23 commissioner of education has classified the same as the district
1-24 in which the campus is located, as either urban, suburban, or
2-1 rural.
2-2 (b) The campus report card shall include the following
2-3 information where applicable:
2-4 (1) student performance on state adopted assessment
2-5 instruments;
2-6 (2) attendance;
2-7 (3) dropout rate;
2-8 (4) student performance on college admissions tests;
2-9 (5) student/teacher ratios; and
2-10 (6) administrative and instructional costs per
2-11 student.
2-12 (c) The campus report card may not:
2-13 (1) include a comparison by race or ethnicity of the
2-14 performance, attendance, or dropout rates of students at the
2-15 campus; or
2-16 (2) exceed two pages in length.
2-17 (d) Each school district shall send the appropriate <The
2-18 commissioner of education shall adopt rules for requiring
2-19 dissemination of> campus report card <cards> annually to the parent
2-20 of or person standing in parental relation to each student at the
2-21 campus with the student's grade notice under Section 21.722. On
2-22 written request, the school district shall provide a copy of a
2-23 campus report card to any other party.
2-24 SECTION 2. The importance of this legislation and the
2-25 crowded condition of the calendars in both houses create an
2-26 emergency and an imperative public necessity that the
2-27 constitutional rule requiring bills to be read on three several
3-1 days in each house be suspended, and this rule is hereby suspended,
3-2 and that this Act take effect and be in force from and after its
3-3 passage, and it is so enacted.
