    1-1                                AN ACT
    1-2  relating to licensing fees of veterinarians.
    1-3        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-4        SECTION 1.  The Veterinary Licensing Act (Article 8890,
    1-5  Revised Statutes) is amended by adding Section 25 to read as
    1-6  follows:
    1-7        Sec. 25.  (a)  The license renewal fee established by the
    1-8  Board imposed by or under another section of this Act is increased
    1-9  by $200.
   1-10        (b)  Of each fee increase collected, $50 shall be deposited
   1-11  to the credit of the foundation school fund and $150 shall be
   1-12  deposited to the credit of the general revenue fund. This
   1-13  subsection applies to the disposition of each fee increase
   1-14  regardless of any other provision of the law providing for a
   1-15  different disposition of funds.
   1-16        (c)  The increase in the license renewal fee described in
   1-17  Subsection (a) of this section does not apply to a license holder
   1-18  who is:
   1-19              (1)  exempt from paying the annual renewal fee under
   1-20  Section 13(f) of this Act; or
   1-21              (2)  on inactive status under Section 10B(b) of this
   1-22  Act.
   1-23        SECTION 2.  This Act takes effect September 1, 1995, and
   1-24  applies only to a license renewal fee paid on or after the
    2-1  effective date of this Act.  A license renewal fee paid before
    2-2  September 1, 1995, is governed by the law as it existed immediately
    2-3  before the effective date of this Act, and that law is continued in
    2-4  effect for that purpose.
    2-5        SECTION 3.  The importance of this legislation and the
    2-6  crowded condition of the calendars in both houses create an
    2-7  emergency and an imperative public necessity that the
    2-8  constitutional rule requiring bills to be read on three several
    2-9  days in each house be suspended, and this rule is hereby suspended.
