    1-1                                AN ACT
    1-2  relating to notice of a meeting of the governing board of an
    1-3  institution of higher education.
    1-4        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-5        SECTION 1.  Subchapter C, Chapter 551, Government Code, is
    1-6  amended by adding Section 551.055 to read as follows:
    1-7        Sec. 551.055.  INSTITUTION OF HIGHER EDUCATION.  In addition
    1-8  to providing any other notice required by this subchapter, the
    1-9  governing board of a single institution of higher education:
   1-10              (1)  shall post notice of each meeting at the county
   1-11  courthouse of the county in which the meeting will be held;
   1-12              (2)  shall publish notice of a meeting in a student
   1-13  newspaper of the institution if an issue of the newspaper is
   1-14  published between the time of the posting and the time of the
   1-15  meeting; and
   1-16              (3)  may post notice of a meeting at another place
   1-17  convenient to the public.
   1-18        SECTION 2.  The change in law made by this Act applies only
   1-19  to notice of a meeting held on or after October 1, 1995.
   1-20        SECTION 3.  The importance of this legislation and the
   1-21  crowded condition of the calendars in both houses create an
   1-22  emergency and an imperative public necessity that the
   1-23  constitutional rule requiring bills to be read on three several
   1-24  days in each house be suspended, and this rule is hereby suspended,
    2-1  and that this Act take effect and be in force from and after its
    2-2  passage, and it is so enacted.
