                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to AFDC benefits for certain two-parent families.
    1-3        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-4        SECTION 1.  Section 31.014(b), Human Resources Code, is
    1-5  amended to read as follows:
    1-6        (b)  A family is eligible for assistance under this section
    1-7  without regard to<:>
    1-8              <(1)>  the number of hours worked per month by the
    1-9  primary wage earner parent<; or>
   1-10              <(2)  the work history of the primary wage earner
   1-11  parent>.
   1-12        SECTION 2.  Not later than December 1, 1995, the Texas
   1-13  Department of Human Services shall reapply for a federal waiver to
   1-14  eliminate the 100-hour rule for two-parent families and to enable
   1-15  the department to fully implement Section 31.014, Human Resources
   1-16  Code, as amended by this Act.
   1-17        SECTION 3.  This Act takes effect September 1, 1995.
   1-18        SECTION 4.  The importance of this legislation and the
   1-19  crowded condition of the calendars in both houses create an
   1-20  emergency and an imperative public necessity that the
   1-21  constitutional rule requiring bills to be read on three several
   1-22  days in each house be suspended, and this rule is hereby suspended.
