                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to training for members of the governing boards of public
    1-3  institutions of higher education.
    1-4        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-5        SECTION 1.  Section 61.083(a), Education Code, as added by
    1-6  Chapter 621, Acts of the 73rd Legislature, Regular Session, 1993,
    1-7  is amended to read as follows:
    1-8        (a)  The board by rule shall establish a training program for
    1-9  members of the governing boards of institutions of higher
   1-10  education.  Each member of a governing board of an institution of
   1-11  higher education the members of which are appointed shall attend,
   1-12  during the member's first two years of service as a member of a
   1-13  governing board of an institution of higher education, at least one
   1-14  training program <seminar> under this section.  A member of a
   1-15  governing board of an institution of higher education the members
   1-16  of which are elected may attend a training program conducted under
   1-17  this section.  A member of a governing board who is required to
   1-18  attend a training program under this section may, but need not,
   1-19  attend additional training programs <seminars> under this section.
   1-20        SECTION 2.  Section 2, Chapter 621, Acts of the 73rd
   1-21  Legislature, Regular Session, 1993,  does not require a member of
   1-22  the governing board of an institution of higher education the
   1-23  members of which are elected to attend a training seminar under
   1-24  Section 61.083, Education Code.
    2-1        SECTION 3.  The importance of this legislation and the
    2-2  crowded condition of the calendars in both houses create an
    2-3  emergency and an imperative public necessity that the
    2-4  constitutional rule requiring bills to be read on three several
    2-5  days in each house be suspended, and this rule is hereby suspended,
    2-6  and that this Act take effect and be in force from and after its
    2-7  passage, and it is so enacted.
