                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to training for members of the governing boards of public
    1-3  institutions of higher education.
    1-4        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-5        SECTION 1.  Sections 61.083(a) and (b), Education Code, as
    1-6  added by Chapter 621, Acts of the 73rd Legislature, Regular
    1-7  Session, 1993, are amended to read as follows:
    1-8        (a)  The board by rule shall establish a training program for
    1-9  members of the governing boards of institutions of higher
   1-10  education.  A <Each> member of a governing board of an institution
   1-11  of higher education may <shall> attend a<, during the member's
   1-12  first two years of service as a member of a governing board of an
   1-13  institution of higher education, at least one> training program
   1-14  seminar under this section.  <A member may, but need not, attend
   1-15  additional seminars under this section.>
   1-16        (b)  The training program must include a two-day seminar held
   1-17  at times and locations determined by the board <annually in Austin>
   1-18  to be conducted by the staff of the board, by representatives from
   1-19  the office of the attorney general, the office of the comptroller
   1-20  of public accounts, the office of the state auditor, and the Texas
   1-21  Ethics Commission, and by other training personnel the board deems
   1-22  necessary.
   1-23        SECTION 2.  Section 2, Chapter 621, Acts of the 73rd
   1-24  Legislature, Regular Session, 1993, is repealed.
    2-1        SECTION 3.  The importance of this legislation and the
    2-2  crowded condition of the calendars in both houses create an
    2-3  emergency and an imperative public necessity that the
    2-4  constitutional rule requiring bills to be read on three several
    2-5  days in each house be suspended, and this rule is hereby suspended,
    2-6  and that this Act take effect and be in force from and after its
    2-7  passage, and it is so enacted.
