                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to the payment of a judgment against the state in favor of
    1-3  George Green.
    1-4        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-5        SECTION 1.  For payment to George Green according to the
    1-6  terms of a judgment in the case of George Green v. Texas Department
    1-7  of Human Services, Cause No. 480,701 in the District Court of
    1-8  Travis County, 53rd Judicial District, there is appropriated to the
    1-9  comptroller of public accounts from the general revenue fund the
   1-10  amount of $13,769,078, plus postjudgment interest at a rate of 10
   1-11  percent from October 10, 1991, until paid, as computed by the
   1-12  comptroller and estimated at $6,196,382.43.
   1-13        SECTION 2.  A warrant may not be prepared for payment of the
   1-14  judgment and interest unless the judgment is approved by the
   1-15  attorney general as a legally enforceable obligation of the state.
   1-16  Following that approval, the comptroller shall issue a warrant as
   1-17  soon as possible after the effective date of this Act in favor of
   1-18  George Green in the appropriate amount and shall mail or deliver
   1-19  the warrant to George Green in payment of the judgment.
   1-20        SECTION 3.  This Act takes effect September 1, 1995.
   1-21        SECTION 4.  The importance of this legislation and the
   1-22  crowded condition of the calendars in both houses create an
   1-23  emergency and an imperative public necessity that the
   1-24  constitutional rule requiring bills to be read on three several
    2-1  days in each house be suspended, and this rule is hereby suspended.
