A BILL TO BE ENTITLED
1-1 AN ACT
1-2 relating to the composition of certain of the state's congressional
1-3 districts.
1-4 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1-5 SECTION 1. (a) This section applies to the congressional
1-6 districts established by Chapter 7, Acts of the 72nd Legislature,
1-7 2nd Called Session, 1991.
1-8 (b) Block 107A of Williamson County tract 0208.98 is
1-9 transferred from District 14 to District 21.
1-10 (c) Block 624 of Tom Green County tract 0010 is transferred
1-11 from District 17 to District 21.
1-12 (d) Block 116 of El Paso County tract 0001.08 is transferred
1-13 from District 23 to District 16.
1-14 (e) In this section, "block" and "tract" have the meanings
1-15 assigned by Section 1, Article III, Chapter 7, Acts of the 72nd
1-16 Legislature, 2nd Called Session, 1991.
1-17 SECTION 2. (a) The changes made by this Act apply to the
1-18 election of the members of the Texas congressional delegation
1-19 beginning with the general election in 1996 for members of the
1-20 105th Congress.
1-21 (b) The changes made by this Act do not affect the
1-22 membership or districts of the members of the Texas congressional
1-23 delegation to the 104th Congress. If a vacancy occurs in the
1-24 office of a member of the Texas congressional delegation to the
2-1 104th Congress and a special election is held to fill the vacancy,
2-2 the election shall be held in the district as it existed when the
2-3 vacating member was elected.
2-4 SECTION 3. The importance of this legislation and the
2-5 crowded condition of the calendars in both houses create an
2-6 emergency and an imperative public necessity that the
2-7 constitutional rule requiring bills to be read on three several
2-8 days in each house be suspended, and this rule is hereby suspended,
2-9 and that this Act take effect and be in force from and after its
2-10 passage, and it is so enacted.
