                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to the security of early voting ballots.
    1-3        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-4        SECTION 1.  Section 85.032, Election Code, is amended by
    1-5  adding Subsection (f) to read as follows:
    1-6        (f)  The voted early voting ballots shall be secured in the
    1-7  same manner as provided by Section 66.058(b) from the last day of
    1-8  voting by personal appearance at a polling place until the day the
    1-9  ballots are counted.
   1-10        SECTION 2.  This Act takes effect September 1, 1995.
   1-11        SECTION 3.  The importance of this legislation and the
   1-12  crowded condition of the calendars in both houses create an
   1-13  emergency and an imperative public necessity that the
   1-14  constitutional rule requiring bills to be read on three several
   1-15  days in each house be suspended, and this rule is hereby suspended.
