                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to student participation in extracurricular activities.
    1-3        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-4        SECTION 1.  Section 21.920(b), Education Code, is amended to
    1-5  read as follows:
    1-6        (b)  A student enrolled in a school district in this state
    1-7  shall be suspended from participation in any extracurricular
    1-8  activity sponsored or sanctioned by the school district during the
    1-9  grade reporting period after a grade reporting period in which the
   1-10  student received a grade lower than the equivalent of 70 on a scale
   1-11  of 100 in any academic class.  The campus principal may remove this
   1-12  suspension if the class is an identified honors or advanced class.
   1-13  After the first three weeks of a suspension under this subsection,
   1-14  the principal may remove the suspension if the student has not
   1-15  received a grade lower than the equivalent of 70 on a scale of 100
   1-16  in any academic class in that three-week period.  The principal
   1-17  shall reinstate the suspension if the student receives a grade
   1-18  lower than the equivalent of 70 on a scale of 100 in any academic
   1-19  class in the second three weeks of the period.  A school district
   1-20  may not require a classroom teacher to complete any paperwork
   1-21  relating to the suspension of a student under this subsection,
   1-22  other than paperwork permitted by Sections 21.925(e)(1)-(5) and
   1-23  (7).
   1-24        SECTION 2.  This Act applies beginning with the 1995-1996
    2-1  school year.
    2-2        SECTION 3.  The importance of this legislation and the
    2-3  crowded condition of the calendars in both houses create an
    2-4  emergency and an imperative public necessity that the
    2-5  constitutional rule requiring bills to be read on three several
    2-6  days in each house be suspended, and this rule is hereby suspended,
    2-7  and that this Act take effect and be in force from and after its
    2-8  passage, and it is so enacted.
