                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to the terms of the board of managers of the Nueces County
    1-3  Hospital District.
    1-4        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-5        SECTION 1.  Section 281.022, Health and Safety Code, is
    1-6  amended to read as follows:
    1-7        Sec. 281.022.  Term.  (a)  A board member serves a two-year
    1-8  term, except that the commissioners court may make some initial
    1-9  appointments for one year in order to stagger terms.
   1-10        (b)  The members of the board of hospital managers of the
   1-11  Nueces County Hospital District serve staggered three-year terms,
   1-12  with as near as possible to one-third of the members' terms
   1-13  expiring each year.
   1-14        SECTION 2.  (a)  This Act takes effect September 1, 1995.
   1-15        (b)  The members of the board of hospital managers of the
   1-16  Nueces County Hospital District serving on the effective date of
   1-17  this Act may draw lots or use another method to determine the
   1-18  members, the number of whom must be as near as possible to
   1-19  one-third of the total number of members, who shall serve terms
   1-20  that expire in 1998, the members, the number of whom must be as
   1-21  near as possible to one-third of the total number of members, who
   1-22  shall serve terms that expire in 1997, and the members, the number
   1-23  of whom must be as near as possible to one-third of the total
    2-1  number of members, who shall serve terms that expire in 1996.
    2-2        (c)  At the time the terms of the board of managers of the
    2-3  Nueces County Hospital District are determined under Subsection (b)
    2-4  of this section, the commissioners court shall establish the
    2-5  specific date on which the terms of members of the board of
    2-6  managers shall expire each year.
    2-7        SECTION 3.  The importance of this legislation and the
    2-8  crowded condition of the calendars in both houses create an
    2-9  emergency and an imperative public necessity that the
   2-10  constitutional rule requiring bills to be read on three several
   2-11  days in each house be suspended, and this rule is hereby suspended.
