No. 1818 1-2 (In the Senate - Received from the House April 21, 1995; 1-3 April 24, 1995, read first time and referred to Committee on 1-4 Intergovernmental Relations; May 3, 1995, reported favorably by the 1-5 following vote: Yeas 9, Nays 0; May 3, 1995, sent to printer.) 1-6 A BILL TO BE ENTITLED 1-7 AN ACT 1-8 relating to the terms of the board of managers of the Nueces County 1-9 Hospital District. 1-10 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: 1-11 SECTION 1. Section 281.022, Health and Safety Code, is 1-12 amended to read as follows: 1-13 Sec. 281.022. Term. (a) A board member serves a two-year 1-14 term, except that the commissioners court may make some initial 1-15 appointments for one year in order to stagger terms. 1-16 (b) The members of the board of hospital managers of the 1-17 Nueces County Hospital District serve staggered three-year terms, 1-18 with as near as possible to one-third of the members' terms 1-19 expiring each year. 1-20 SECTION 2. (a) This Act takes effect September 1, 1995. 1-21 (b) The members of the board of hospital managers of the 1-22 Nueces County Hospital District serving on the effective date of 1-23 this Act may draw lots or use another method to determine the 1-24 members, the number of whom must be as near as possible to 1-25 one-third of the total number of members, who shall serve terms 1-26 that expire in 1998, the members, the number of whom must be as 1-27 near as possible to one-third of the total number of members, who 1-28 shall serve terms that expire in 1997, and the members, the number 1-29 of whom must be as near as possible to one-third of the total 1-30 number of members, who shall serve terms that expire in 1996. 1-31 (c) At the time the terms of the board of managers of the 1-32 Nueces County Hospital District are determined under Subsection (b) 1-33 of this section, the commissioners court shall establish the 1-34 specific date on which the terms of members of the board of 1-35 managers shall expire each year. 1-36 SECTION 3. The importance of this legislation and the 1-37 crowded condition of the calendars in both houses create an 1-38 emergency and an imperative public necessity that the 1-39 constitutional rule requiring bills to be read on three several 1-40 days in each house be suspended, and this rule is hereby suspended. 1-41 * * * * *
