No. 1865 74R5978 DLF-D A BILL TO BE ENTITLED 1-1 AN ACT 1-2 relating to coverage provided under the Texas Employees Uniform 1-3 Group Insurance Benefits Act. 1-4 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: 1-5 SECTION 1. The Texas Employees Uniform Group Insurance 1-6 Benefits Act (Article 3.50-2, Vernon's Texas Insurance Code) is 1-7 amended by adding Section 5B to read as follows: 1-8 Sec. 5B. CERTAIN COVERAGE PROHIBITED. Notwithstanding any 1-9 other provision of this Act, the programs of group coverages 1-10 offered under this Act may not include any plan under which the 1-11 covered person is required to select and use a primary care 1-12 physician or to consult with a particular physician before 1-13 consulting a medical specialist. 1-14 SECTION 2. This Act takes effect September 1, 1995, and 1-15 applies only to an insurance policy that is delivered, issued for 1-16 delivery, or renewed on or after January 1, 1996. A policy that is 1-17 delivered, issued for delivery, or renewed before January 1, 1996, 1-18 is governed by the law as it existed immediately before the 1-19 effective date of this Act, and that law is continued in effect for 1-20 that purpose. 1-21 SECTION 3. The importance of this legislation and the 1-22 crowded condition of the calendars in both houses create an 1-23 emergency and an imperative public necessity that the 1-24 constitutional rule requiring bills to be read on three several 2-1 days in each house be suspended, and this rule is hereby suspended.
