                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to the state board of trustees of the volunteer
    1-3  firefighters' relief and retirement fund.
    1-4        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-5        SECTION 1.  Section 20(b), Texas Statewide Volunteer Fire
    1-6  Fighters Retirement Act (Article 6243e.3, Vernon's Texas Civil
    1-7  Statutes), is amended to read as follows:
    1-8        (b)  The governor, with the advice and consent of two-thirds
    1-9  majority membership of the senate, shall appoint the trustees from
   1-10  lists <a list> of three to five nominees each submitted by the
   1-11  State Firemen's and Fire Marshals' Association of Texas, the Texas
   1-12  Association of Hispanic Firefighters, and the Coalition of African
   1-13  American Firefighters for each vacancy.
   1-14        SECTION 2.  The change in law made by this Act applies only
   1-15  to the naming by the governor of an appointee to the state board of
   1-16  trustees of the firefighters' relief and retirement fund on or
   1-17  after the effective date of this Act.  A person named by the
   1-18  governor as an appointee to that board before the effective date of
   1-19  this Act is subject to the law in effect at the time the governor
   1-20  made the appointment, and the former law is continued in effect for
   1-21  this purpose.
   1-22        SECTION 3.  The importance of this legislation and the
   1-23  crowded condition of the calendars in both houses create an
   1-24  emergency and an imperative public necessity that the
    2-1  constitutional rule requiring bills to be read on three several
    2-2  days in each house be suspended, and this rule is hereby suspended,
    2-3  and that this Act take effect and be in force from and after its
    2-4  passage, and it is so enacted.
