                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to the historically underutilized business and small
    1-3  business linked deposit program.
    1-4        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-5        SECTION 1.  Section 481.197(c), Subchapter N, Government
    1-6  Code, is amended to read as follows:
    1-7        (c)  The borrower shall apply a loan granted under this
    1-8  subchapter to working capital or to the purchase, construction, or
    1-9  lease of capital assets, including land, buildings, and equipment.
   1-10        SECTION 2.  This Act takes effect September 1, 1995, and
   1-11  applies only to a loan in which an application for that loan is
   1-12  submitted to the Texas Department of Commerce for review and
   1-13  consideration under Subchapter N, Chapter 481, Government Code, on
   1-14  or after that date.
   1-15        SECTION 3.  The importance of this legislation and the
   1-16  crowded condition of the calendars in both houses create an
   1-17  emergency and an imperative public necessity that the
   1-18  constitutional rule requiring bills to be read on three several
   1-19  days in each house be suspended, and this rule is hereby suspended.
