No. 1991 1-2 (In the Senate - Received from the House April 21, 1995; 1-3 April 25, 1995, read first time and referred to Committee on 1-4 Economic Development; May 23, 1995, reported favorably by the 1-5 following vote: Yeas 6, Nays 2; May 23, 1995, sent to printer.) 1-6 A BILL TO BE ENTITLED 1-7 AN ACT 1-8 relating to the historically underutilized business and small 1-9 business linked deposit program. 1-10 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: 1-11 SECTION 1. Section 481.197(c), Government Code, is amended 1-12 to read as follows: 1-13 (c) The borrower shall apply a loan granted under this 1-14 subchapter to working capital or to the purchase, construction, or 1-15 lease of capital assets, including land, buildings, and equipment. 1-16 SECTION 2. This Act takes effect September 1, 1995, and 1-17 applies only to a loan an application for which is submitted to the 1-18 Texas Department of Commerce for review and consideration under 1-19 Subchapter N, Chapter 481, Government Code, on or after that date. 1-20 SECTION 3. The importance of this legislation and the 1-21 crowded condition of the calendars in both houses create an 1-22 emergency and an imperative public necessity that the 1-23 constitutional rule requiring bills to be read on three several 1-24 days in each house be suspended, and this rule is hereby suspended. 1-25 * * * * *
