    1-7                         A BILL TO BE ENTITLED
    1-8                                AN ACT
    1-9  relating to the disbursement of emergency services district funds.
   1-10        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
   1-11        SECTION 1.  Section 775.073, Health and Safety Code, is
   1-12  amended to read as follows:
   1-13        Sec. 775.073.  METHOD OF PAYMENT.  (a)  District funds may be
   1-14  disbursed only by check signed by the treasurer and countersigned
   1-15  by the president.  If the treasurer is absent or unavailable, the
   1-16  assistant treasurer may sign for the treasurer.  If the president
   1-17  is absent or unavailable, the vice president may sign for the
   1-18  president.
   1-19        (b)  An expenditure of more than $2,000 may not be paid from
   1-20  tax money unless a sworn itemized account covering the expenditure
   1-21  is presented to the board and the board approves the expenditure.
   1-22        SECTION 2.  The importance of this legislation and the
   1-23  crowded condition of the calendars in both houses create an
   1-24  emergency and an imperative public necessity that the
   1-25  constitutional rule requiring bills to be read on three several
   1-26  days in each house be suspended, and this rule is hereby suspended,
   1-27  and that this Act take effect and be in force from and after its
   1-28  passage, and it is so enacted.
