                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to requiring certain child support obligees to file a
    1-3  monthly income and expense statement.
    1-4        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-5        SECTION 1.  Subchapter A, Chapter 14, Family Code, is amended
    1-6  by adding Section 14.0505 to read as follows:
    1-7        Sec. 14.0505.  MONTHLY INCOME AND EXPENSE STATEMENT REQUIRED
    1-8  OF CERTAIN OBLIGEES.  (a)  A parent who is an obligee shall submit
    1-9  to the court of continuing jurisdiction a monthly itemized
   1-10  statement of all income and expenses of the obligee for each month
   1-11  in which the obligee receives a child support payment.
   1-12        (b)  The obligee shall file with the court a statement that
   1-13  covers the preceding month not later than the 10th day of the
   1-14  following month.
   1-15        (c)  A court with jurisdiction over a suit affecting the
   1-16  parent-child relationship may prescribe the form of a statement
   1-17  required by this section.
   1-18        (d)  On request, the court shall provide a copy of a
   1-19  statement required by this section to the appropriate obligor.  The
   1-20  court may charge a reasonable fee for providing a copy under this
   1-21  subsection.
   1-22        SECTION 2.  This Act takes effect September 1, 1995, and
   1-23  applies only to an obligee who receives child support payments on
   1-24  or after the effective date of this Act.
    2-1        SECTION 3.  The importance of this legislation and the
    2-2  crowded condition of the calendars in both houses create an
    2-3  emergency and an imperative public necessity that the
    2-4  constitutional rule requiring bills to be read on three several
    2-5  days in each house be suspended, and this rule is hereby suspended.
