    1-1                                AN ACT
    1-2  relating to enrollment in courses and programs at the University of
    1-3  Houston-Clear Lake and the University of Houston-Victoria.
    1-4        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-5        SECTION 1.  Section 111.83, Education Code, is amended to
    1-6  read as follows:
    1-7        Sec. 111.83.  ROLE AND SCOPE.  (a)  The university shall be
    1-8  organized to offer only junior, senior, and graduate-level
    1-9  programs.
   1-10        (b)  The university may enroll a student who has successfully
   1-11  completed at least 30 semester credit hours of course work at a
   1-12  public or private institution of higher education and who is
   1-13  concurrently enrolled in another public or private institution of
   1-14  higher education.
   1-15        SECTION 2.  Section 111.96, Education Code, is amended to
   1-16  read as follows:
   1-17        Sec. 111.96.  ESTABLISHMENT:  SCOPE.  (a)  The board of
   1-18  regents shall establish an upper-level educational institution in
   1-19  the City of Victoria to be known as the University of
   1-20  Houston-Victoria.
   1-21        (b)  The institution shall be organized to offer only
   1-22  <provide for the instruction of> junior, senior, and master's level
   1-23  programs <students>.
   1-24        (c)  The institution may enroll a student who has
    2-1  successfully completed at least 30 semester credit hours of course
    2-2  work at a public or private institution of higher education and who
    2-3  is concurrently enrolled in another public or private institution
    2-4  of higher education.
    2-5        SECTION 3.  The importance of this legislation and the
    2-6  crowded condition of the calendars in both houses create an
    2-7  emergency and an imperative public necessity that the
    2-8  constitutional rule requiring bills to be read on three several
    2-9  days in each house be suspended, and this rule is hereby suspended,
   2-10  and that this Act take effect and be in force from and after its
   2-11  passage, and it is so enacted.
