                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to the establishment of Central Texas University.
    1-3        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-4        SECTION 1.  Chapter 113, Education Code, takes effect
    1-5  September 1, 1999, notwithstanding Section 3(a), Chapter 1255, Acts
    1-6  of the 71st Legislature, Regular Session, 1989, but only if before
    1-7  that date:
    1-8              (1)  the American Educational Complex, a public junior
    1-9  college located in the city of Killeen, and American Technological
   1-10  University, a private upper-level institution of higher education
   1-11  located in the city of Killeen, are dissolved or abolished, as
   1-12  appropriate; and
   1-13              (2)  the Texas Higher Education Coordinating Board
   1-14  approves the dissolution or abolition, as appropriate, of the
   1-15  American Educational Complex and the establishment of Central Texas
   1-16  University.
   1-17        SECTION 2.  The importance of this legislation and the
   1-18  crowded condition of the calendars in both houses create an
   1-19  emergency and an imperative public necessity that the
   1-20  constitutional rule requiring bills to be read on three several
   1-21  days in each house be suspended, and this rule is hereby suspended,
   1-22  and that this Act take effect and be in force from and after its
   1-23  passage, and it is so enacted.
