                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to the authority of the board of the Travis County Water
    1-3  Control and Improvement District No. 14 to exclude certain
    1-4  territory.
    1-5        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-6        SECTION 1.  DEFINITIONS.  In this Act:
    1-7              (1)  "District" means the Travis County Water Control
    1-8  and Improvement District No. 14.
    1-9              (2)  "Board" means the board of directors of the
   1-10  district.
   1-11        SECTION 2.  EXCLUSION OF TERRITORY.  The board by order may
   1-12  exclude from the district the following described area:
   1-13  A 3,150 ACRE TRACT, MORE OR LESS, LOCATED IN TRAVIS
   1-14  COUNTY, TEXAS AS FOLLOWS:
   1-15  ALL OF THE J. REYNOLDS SURVEY NO. 44
   1-16  ALL OF THE H. SPILLMAN SURVEY NO. 56
   1-17  ALL OF THE ROBERT MAYES SURVEY NO. 540
   1-18  ALL OF THE I.G.&N. R.R. CO. SURVEY NO. 56
   1-19  A PORTION OF THE A. STRAHLE SURVEY NO. 594
   1-20  A PORTION OF THE A. ZILLER SURVEY NO. 2
   1-21  ALL OF THE JOHN HOBSON SURVEY NO. 527

   2-15  BEGINNING at the northwest corner of the J. Reynolds Survey no. 44;
   2-16  THENCE southeast with the north line of the said Reynolds Survey to
   2-17  the northeast corner of the said Reynolds Survey, same being the
   2-18  northwest corner of the H. Spillman Survey No. 56;
   2-19  THENCE southeast with the north line of the said Spillman Survey to
   2-20  the most northerly northeast corner of the said Spillman Survey,
   2-21  same being the northwest corner of the Robert Mayes Survey No. 540;
   2-22  THENCE southeast with the north line of the said Mayes Survey to an
   2-23  intersection at the southwest corner of the I.G.&N. R.R. Co. Survey

    3-8  THENCE southwest with the easterly line of the said 3.03 acre tract
    3-9  to the most southerly corner of the said 3.03 acre tract, same
   3-10  being the northeast right-of-way line of F.M. 620;
   3-11  THENCE southeast with the said northeast right-of-way line of F.M.
   3-12  620 to the southwest corner of the Rufus Johnson Subdivision;
   3-13  THENCE with the west, north, and east lines of the said Rufus
   3-14  Johnson Subdivision to the southeast corner of the said Rufus
   3-15  Johnson Subdivision, same being the said northeast right-of-way
   3-16  line of F.M. 620;
   3-17  THENCE southeast with the said northeast right-of-way line of F.M.
   3-18  620 to the northwest corner of the McCarty 4.788 acre tract;
   3-19  THENCE with the north and east lines of the said McCarty 4.788 acre
   3-20  tract to the southeast corner of the said McCarty 4.788 acre tract,
   3-21  same being the north line of the John Hobson Survey No. 527;
   3-22  THENCE southeast with the north line of the said Hobson Survey to
   3-23  an intersection with the west line of the W.P. Moore Survey No.
   3-24  525;
   3-25  THENCE northeast with the said west line of the Moore Survey to the
   3-26  northwest corner of the said Moore Survey;
   3-27  THENCE southeast with the north line of the said Moore Survey to
    4-1  the most northeast corner of the said Moore Survey, same being the
    4-2  most northerly corner of the James Swisher Survey No. 152;
    4-3  THENCE southerly with the northwest and southwest lines of the said
    4-4  Swisher Survey to the southwesterly right-of-way line of State
    4-5  Highway No. 71;
    4-6  THENCE southeast with the said southwesterly right-of-way line of
    4-7  State Highway No. 71 to the southeast corner of the Hutto 30.79
    4-8  acre tract, as recorded in Volume 6698, Page 2105 of the Travis
    4-9  County Real Property Records, same being a northeast corner of The
   4-10  Nature Conservancy of Texas, Inc. tract;
   4-11  THENCE westerly with the south line of the said Hutto tract, same
   4-12  being the north line of the said Nature Conservancy of Texas, Inc.
   4-13  tract, to the northwest corner of the said Hutto tract, same being
   4-14  the south line of Cedar Bluff Research Park Section One;
   4-15  THENCE continuing westerly with the said north line of the Nature
   4-16  Conservancy of Texas, Inc. tract, same being the south and west
   4-17  lines of the said Cedar Bluff Research Park Section One, to the
   4-18  southeast corner of the Owen 26.30 acre tract, as recorded in

   4-20  THENCE continuing westerly with the said north line of the Nature
   4-21  Conservancy of Texas, Inc. tract, same being the south line of the
   4-22  said Owen tract, to the southwest corner of the said Owen tract,
   4-23  same being the east line of the E.  Buck Survey No. 902;
   4-24  THENCE continuing westerly with the said north line of the Nature
   4-25  Conservancy of Texas, Inc. tract, same being the said east line of
   4-26  the Buck Survey, to the southeast corner of the said Buck Survey;
   4-27  THENCE northwest with the south line of the said Buck Survey to the

    5-8  most southwest corner of the D. Bohls Survey No. 905;
    5-9  THENCE northwest with the west line of the said Bohls Survey to the
   5-10  most northwest corner of the said Bohls Survey, same being an
   5-11  intersection with the south line of the O. Wade Survey No. 540;
   5-12  THENCE westerly with the said south line of the Wade Survey to the
   5-13  southwest corner of the said Wade Survey;
   5-14  THENCE northerly with the west line of the said Wade Survey to an
   5-15  intersection at the southeast corner of the Jarrett Medlin Survey
   5-16  No. 520;
   5-17  THENCE westerly with the south line of the said Medlin Survey to
   5-18  the southwest corner of the said Medlin Survey, same being an
   5-19  intersection with the east line of the N. Gibson Survey no. 521;
   5-20  THENCE southerly with the said east line of the Gibson Survey to
   5-21  the southeast corner of the said Gibson Survey;
   5-22  THENCE westerly with the south line of the said Gibson Survey to
   5-23  the southwest corner of the said Gibson Survey, same being the
   5-24  southeast corner of the H.  Medlin Survey No. 523;
   5-25  THENCE westerly with the south line of the said Medlin Survey to
   5-26  the southwest corner of the said Medlin Survey, same being the most
   5-27  southeast corner of the said Robert Mayes Survey No. 540;
    6-1  THENCE northwest with the southerly line of the said Mayes Survey
    6-2  to an intersection at the most southwest corner of the said H.
    6-3  Spillman Survey No.  56;
    6-4  THENCE westerly with the southerly line of the said Spillman Survey
    6-5  to the most southwest corner of the said Spillman Survey at an
    6-6  intersection with the east line of the said J. Reynolds Survey No.
    6-7  44;
    6-8  THENCE southwest with the said east line of the Reynolds Survey to
    6-9  the southeast corner of the said Reynolds Survey;
   6-10  THENCE northwest with the south line of the said Reynolds Survey to
   6-11  the southwest corner of the said Reynolds Survey;
   6-12  THENCE northeast with the west line of the said Reynolds Survey to
   6-13  the POINT OF BEGINNING.
   6-14        SECTION 3.  NOTICE TO TEXAS NATURAL RESOURCE CONSERVATION
   6-15  COMMISSION.  The board shall provide to the executive director of
   6-16  the Texas Natural Resource Conservation Commission a detailed
   6-17  description of the land excluded under this Act not later than the
   6-18  30th day after the effective date of this Act.
   6-19        SECTION 4.  DEBT SERVICE.  The exclusion of land under this
   6-20  Act does not affect, diminish, or impair the rights of the holders
   6-21  of any outstanding and unpaid bonds, warrants, or other obligations
   6-22  of the district or the obligation of the board annually to adjust
   6-23  the district's tax rate to provide sufficient tax revenues for debt
   6-24  service.
   6-25        SECTION 5.  APPORTIONMENT OF DISTRICT INDEBTEDNESS.  (a)
   6-26  Land excluded under this Act is not released from the payment of
   6-27  its pro rata share of the district's indebtedness.
    7-1        (b)  The district shall continue to levy taxes each year on
    7-2  the property excluded from the district at the same rate levied on
    7-3  other property of the district, until the taxes collected from the
    7-4  excluded land equal its pro rata share of the indebtedness of the
    7-5  district at the time of the exclusion of the land.  The taxes
    7-6  collected shall be applied exclusively to the payment of the
    7-7  excluded land's pro rata share of the indebtedness.
    7-8        (c)  An owner of land in the excluded area may pay in full,
    7-9  at any time, the owner's share of the pro rata share of the
   7-10  indebtedness of the district.
   7-11        SECTION 6.  EMERGENCY.  The importance of this legislation
   7-12  and the crowded condition of the calendars in both houses create an
   7-13  emergency and an imperative public necessity that the
   7-14  constitutional rule requiring bills to be read on three several
   7-15  days in each house be suspended, and this rule is hereby suspended,
   7-16  and that this Act take effect and be in force from and after its
   7-17  passage, and it is so enacted.
