                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  excluding certain territory from Travis County Water Control and
    1-3  Improvement District No. 14.
    1-4        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-5        SECTION 1.  DEFINITIONS.  In this Act:
    1-6              (1)  "District" means the Travis County Water Control
    1-7  and Improvement District No. 14.
    1-8              (2)  "Board" means the board of directors of the
    1-9  district.
   1-10        SECTION 2.  EXCLUSION OF TERRITORY.  There is hereby excluded
   1-11  from the district the following described area:
   1-12  A 3,150 ACRE TRACT, MORE OR LESS, LOCATED IN TRAVIS
   1-13  COUNTY, TEXAS AS FOLLOWS:
   1-14  ALL OF THE J. REYNOLDS SURVEY NO. 44
   1-15  ALL OF THE H. SPILLMAN SURVEY NO. 56
   1-16  ALL OF THE ROBERT MAYES SURVEY NO. 540
   1-17  ALL OF THE I.G.&N. R.R. CO. SURVEY NO. 56
   1-18  A PORTION OF THE A. STRAHLE SURVEY NO. 594
   1-19  A PORTION OF THE A. ZILLER SURVEY NO. 2

   2-15  THENCE southeast with the north line of the said Reynolds Survey to
   2-16  the northeast corner of the said Reynolds Survey, same being the
   2-17  northwest corner of the H. Spillman Survey No. 56;
   2-18  THENCE southeast with the north line of the said Spillman Survey to
   2-19  the most northerly northeast corner of the said Spillman Survey,
   2-20  same being the northwest corner of the Robert Mayes Survey No. 540;
   2-21  THENCE southeast with the north line of the said Mayes Survey to an

    3-9  being the northeast right-of-way line of F.M. 620;
   3-10  THENCE southeast with the said northeast right-of-way line of F.M.
   3-11  620 to the southwest corner of the Rufus Johnson Subdivision;
   3-12  THENCE with the west, north, and east lines of the said Rufus
   3-13  Johnson Subdivision to the southeast corner of the said Rufus
   3-14  Johnson Subdivision, same being the said northeast right-of-way
   3-15  line of F.M. 620;
   3-16  THENCE southeast with the said northeast right-of-way line of F.M.
   3-17  620 to the northwest corner of the McCarty 4.788 acre tract;
   3-18  THENCE with the north and east lines of the said McCarty 4.788 acre
   3-19  tract to the southeast corner of the said McCarty 4.788 acre tract,
   3-20  same being the north line of the John Hobson Survey No. 527;
   3-21  THENCE southeast with the north line of the said Hobson Survey to
   3-22  an intersection with the west line of the W.P. Moore Survey No.
   3-23  525;
   3-24  THENCE northeast with the said west line of the Moore Survey to the
   3-25  northwest corner of the said Moore Survey;
   3-26  THENCE southeast with the north line of the said Moore Survey to
   3-27  the most northeast corner of the said Moore Survey, same being the
    4-1  most northerly corner of the James Swisher Survey No. 152;
    4-2  THENCE southerly with the northwest and southwest lines of the said
    4-3  Swisher Survey to the southwesterly right-of-way line of State
    4-4  Highway No. 71;
    4-5  THENCE southeast with the said southwesterly right-of-way line of
    4-6  State Highway No. 71 to the southeast corner of the Hutto 30.79
    4-7  acre tract, as recorded in Volume 6698, Page 2105 of the Travis
    4-8  County Real Property Records, same being a northeast corner of The
    4-9  Nature Conservancy of Texas, Inc. tract;
   4-10  THENCE westerly with the south line of the said Hutto tract, same
   4-11  being the north line of the said Nature Conservancy of Texas, Inc.
   4-12  tract, to the northwest corner of the said Hutto tract, same being
   4-13  the south line of Cedar Bluff Research Park Section One;
   4-14  THENCE continuing westerly with the said north line of the Nature
   4-15  Conservancy of Texas, Inc. tract, same being the south and west

   4-19  THENCE continuing westerly with the said north line of the Nature
   4-20  Conservancy of Texas, Inc. tract, same being the south line of the
   4-21  said Owen tract, to the southwest corner of the said Owen tract,
   4-22  same being the east line of the E.  Buck Survey No. 902;
   4-23  THENCE continuing westerly with the said north line of the Nature
   4-24  Conservancy of Texas, Inc. tract, same being the said east line of
   4-25  the Buck Survey, to the southeast corner of the said Buck Survey;

   5-10  intersection with the south line of the O. Wade Survey No. 540;
   5-11  THENCE westerly with the said south line of the Wade Survey to the
   5-12  southwest corner of the said Wade Survey;
   5-13  THENCE northerly with the west line of the said Wade Survey to an
   5-14  intersection at the southeast corner of the Jarrett Medlin Survey
   5-15  No. 520;
   5-16  THENCE westerly with the south line of the said Medlin Survey to
   5-17  the southwest corner of the said Medlin Survey, same being an
   5-18  intersection with the east line of the N. Gibson Survey no. 521;
   5-19  THENCE southerly with the said east line of the Gibson Survey to
   5-20  the southeast corner of the said Gibson Survey;
   5-21  THENCE westerly with the south line of the said Gibson Survey to
   5-22  the southwest corner of the said Gibson Survey, same being the
   5-23  southeast corner of the H.  Medlin Survey No. 523;
   5-24  THENCE westerly with the south line of the said Medlin Survey to
   5-25  the southwest corner of the said Medlin Survey, same being the most
   5-26  southeast corner of the said Robert Mayes Survey No. 540;
   5-27  THENCE northwest with the southerly line of the said Mayes Survey
    6-1  to an intersection at the most southwest corner of the said H.
    6-2  Spillman Survey No.  56;
    6-3  THENCE westerly with the southerly line of the said Spillman Survey
    6-4  to the most southwest corner of the said Spillman Survey at an
    6-5  intersection with the east line of the said J. Reynolds Survey No.
    6-6  44;
    6-7  THENCE southwest with the said east line of the Reynolds Survey to
    6-8  the southeast corner of the said Reynolds Survey;
    6-9  THENCE northwest with the south line of the said Reynolds Survey to
   6-10  the southwest corner of the said Reynolds Survey;
   6-11  THENCE northeast with the west line of the said Reynolds Survey to
   6-12  the POINT OF BEGINNING.
   6-13        SECTION 3.  NOTICE TO TEXAS NATURAL RESOURCE CONSERVATION
   6-14  COMMISSION.  The board shall provide to the executive director of
   6-15  the Texas Natural Resource Conservation Commission a detailed
   6-16  description of the land excluded under this Act not later than 30
   6-17  days after the effective date of this Act.
   6-18        SECTION 4.  DEBT SERVICE.  The exclusion of territory under
   6-19  this Act does not affect, diminish, or impair the rights of the
   6-20  holders of any outstanding and unpaid bonds, warrants, or other
   6-21  obligations of the district or the obligation of the board annually
   6-22  to adjust the district's tax rate to provide sufficient tax
   6-23  revenues for debt service.
   6-24        SECTION 5.  APPORTIONMENT OF DISTRICT INDEBTEDNESS.  The
   6-25  district may tax the excluded properties and improvements for the
   6-26  excluded area's prorata share of the district's remaining
   6-27  indebtedness for the district's series 1963, 1974 and 1986 bonds.
    7-1        SECTION 6.  EMERGENCY.  The importance of this legislation
    7-2  and the crowded condition of the calendars in both houses create an
    7-3  emergency and an imperative public necessity that the
    7-4  constitutional rule requiring bills to be read on three several
    7-5  days in each house be suspended, and this rule is hereby suspended,
    7-6  and that this Act take effect and be in force from and after its
    7-7  passage, and it is so enacted.
