DEFINITIONS. In this Act: 1-13 (1) "District" means the Travis County Water Control 1-14 and Improvement District No. 14. 1-15 (2) "Board" means the board of directors of the 1-16 district. 1-17 SECTION 2. EXCLUSION OF TERRITORY. The board by order may 1-18 exclude from the district the following described area: 1-19 A 3,150 ACRE TRACT, MORE OR LESS, LOCATED IN TRAVIS 1-20 COUNTY, TEXAS AS FOLLOWS: 1-21 ALL OF THE J. REYNOLDS SURVEY NO. 44 1-22 ALL OF THE H. SPILLMAN SURVEY NO. 56 1-23 ALL OF THE ROBERT MAYES SURVEY NO. 540 1-24 ALL OF THE I.G.&N. R.R. CO. SURVEY NO. 56 1-25 A PORTION OF THE A. Reynolds Survey No. 3-7 44; 3-8 THENCE southwest with the said east line of the Reynolds Survey to 3-9 the southeast corner of the said Reynolds Survey; 3-10 THENCE northwest with the south line of the said Reynolds Survey to 3-11 the southwest corner of the said Reynolds Survey; 3-12 THENCE northeast with the west line of the said Reynolds Survey to 3-13 the POINT OF BEGINNING. 3-14 SECTION 3. NOTICE TO TEXAS NATURAL RESOURCE CONSERVATION 3-15 COMMISSION. The board shall provide to the executive director of 3-16 the Texas Natural Resource Conservation Commission a detailed 3-17 description of the land excluded under this Act not later than the 3-18 30th day after the effective date of this Act. 3-19 SECTION 4. DEBT SERVICE. The exclusion of land under this 3-20 Act does not affect, diminish, or impair the rights of the holders 3-21 of any outstanding and unpaid bonds, warrants, or other obligations 3-22 of the district or the obligation of the board annually to adjust 3-23 the district's tax rate to provide sufficient tax revenues for debt 3-24 service. 3-25 SECTION 5. APPORTIONMENT OF DISTRICT INDEBTEDNESS. (a) 3-26 Land excluded under this Act is not released from the payment of 3-27 its pro rata share of the district's indebtedness. 3-28 (b) The district shall continue to levy taxes each year on 3-29 the property excluded from the district at the same rate levied on 3-30 other property of the district, until the taxes collected from the 3-31 excluded land equal its pro rata share of the indebtedness of the 3-32 district at the time of the exclusion of the land. The taxes 3-33 collected shall be applied exclusively to the payment of the 3-34 excluded land's pro rata share of the indebtedness. 3-35 (c) An owner of land in the excluded area may pay in full, 3-36 at any time, the owner's share of the pro rata share of the 3-37 indebtedness of the district. 3-38 SECTION 6. EMERGENCY. The importance of this legislation 3-39 and the crowded condition of the calendars in both houses create an 3-40 emergency and an imperative public necessity that the 3-41 constitutional rule requiring bills to be read on three several 3-42 days in each house be suspended, and this rule is hereby suspended, 3-43 and that this Act take effect and be in force from and after its 3-44 passage, and it is so enacted. 3-45 * * * * *
