                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to the conveyance of certain real property by the Texas
    1-3  Department of Mental Health and Mental Retardation.
    1-4        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-5        SECTION 1.  (a)  The Texas Department of Mental Health and
    1-6  Mental Retardation may convey for consideration, by competitive bid
    1-7  process conducted by the General Land Office, all or part of the
    1-8  state's interest, excluding the interest in the mineral estate, in
    1-9  the unimproved real property described by Section 2 of this Act.
   1-10  The General Land Office may reject any or all bids.
   1-11        (b)  Section 31.158, Natural Resources Code, does not apply
   1-12  to this Act.
   1-13        SECTION 2.  The real property referred to in Section 1 of
   1-14  this Act includes only the territory contained in the following
   1-15  area:
   1-16        One acre (plus or minus) which is part of Section 26,
   1-17        Block 33, Tsp. 1N, Howard County, Texas, and recorded
   1-18        in volume 100 on page 157 of the real property records
   1-19        of Howard County, Texas.
   1-20        SECTION 3.  The importance of this legislation and the
   1-21  crowded condition of the calendars in both houses create an
   1-22  emergency and an imperative public necessity that the
   1-23  constitutional rule requiring bills to be read on three several
   1-24  days in each house be suspended, and this rule is hereby suspended,
    2-1  and that this Act take effect and be in force from and after its
    2-2  passage, and it is so enacted.
