                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to the creation of a working group to develop strategies
    1-3  regarding child support collections and enforcement.
    1-4        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-5        SECTION 1.  (a)  The governor, in cooperation with the
    1-6  attorney general, shall establish a working group to develop
    1-7  strategies to:
    1-8              (1)  maximize federal assistance for county-based child
    1-9  support collection efforts;
   1-10              (2)  reduce the state's child support enforcement
   1-11  caseload relating to individuals who do not receive Aid to Families
   1-12  with Dependent Children; and
   1-13              (3)  replace the existing state child support
   1-14  enforcement application system with an automatic enforcement system
   1-15  that does not require an applicant to file a complaint.
   1-16        (b)  The working group shall include county, state, and
   1-17  federal officials involved in child support collections and
   1-18  enforcement.
   1-19        (c)  The office of the attorney general shall coordinate the
   1-20  activities of the working group.
   1-21        (d)  The working group established by this Act shall report
   1-22  its findings and recommendations to the governor, the attorney
   1-23  general, and the legislature not later than September 1, 1996.
   1-24        SECTION 2.  This Act takes effect September 1, 1995, and
    2-1  expires September 2, 1996.
    2-2        SECTION 3.  The importance of this legislation and the
    2-3  crowded condition of the calendars in both houses create an
    2-4  emergency and an imperative public necessity that the
    2-5  constitutional rule requiring bills to be read on three several
    2-6  days in each house be suspended, and this rule is hereby suspended.
