                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to the method of sale of charitable raffle tickets.
    1-3        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-4        SECTION 1.  Section 3, Charitable Raffle Enabling Act
    1-5  (Article 179f, Vernon's Texas Civil Statutes), is amended by
    1-6  amending Subsection (i) and adding Subsection (l) to read as
    1-7  follows:
    1-8        (i)  The organization conducting a raffle may not compensate
    1-9  a person directly or indirectly for organizing or conducting a
   1-10  raffle or for selling or offering to sell tickets to the raffle.
   1-11  The organization may not permit a person who is not a member of the
   1-12  organization or who is not authorized by the organization to sell
   1-13  or offer to sell raffle tickets.
   1-14        (l)  An institution of higher education, as defined by
   1-15  Section 61.003, Education Code, shall allow the sale of tickets to
   1-16  a raffle by a student organization recognized by the institution at
   1-17  any facility of the institution, subject to reasonable time, place,
   1-18  and manner restrictions.
   1-19        SECTION 2.  The importance of this legislation and the
   1-20  crowded condition of the calendars in both houses create an
   1-21  emergency and an imperative public necessity that the
   1-22  constitutional rule requiring bills to be read on three several
   1-23  days in each house be suspended, and this rule is hereby suspended,
   1-24  and that this Act take effect and be in force from and after its
    2-1  passage, and it is so enacted.
