                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to creating a program for students in violence prevention.
    1-3        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-4        SECTION 1.  Subchapter D, Chapter 21, Education Code, is
    1-5  amended by adding Section 21.104 to read as follows:
    1-6        Sec. 21.104.  NONVIOLENCE AND GUN VIOLENCE PREVENTION
    1-7  PROGRAM.  The Central Education Agency shall develop a school-based
    1-8  program to teach personal skills in nonviolence and in prevention
    1-9  of gun violence to students at all grade levels.  The agency shall
   1-10  examine existing programs on nonviolence and prevention of gun
   1-11  violence and shall seek information from law enforcement agencies,
   1-12  social agencies, teachers, and other experts to be used in
   1-13  developing the program.  The program must include:
   1-14              (1)  methods to reduce injuries and deaths resulting
   1-15  from the use of guns;
   1-16              (2)  a focus on nonviolence through decision-making
   1-17  skills and conflict resolution strategies;
   1-18              (3)  prevention methods that address social issues
   1-19  contributing to violence, such as drug abuse; and
   1-20              (4)  components relating to parent education and
   1-21  community involvement.
   1-22        SECTION 2.  The importance of this legislation and the
   1-23  crowded condition of the calendars in both houses create an
   1-24  emergency and an imperative public necessity that the
    2-1  constitutional rule requiring bills to be read on three several
    2-2  days in each house be suspended, and this rule is hereby suspended,
    2-3  and that this Act take effect and be in force from and after its
    2-4  passage, and it is so enacted.
