                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to certain licensing requirements applicable to persons
    1-3  providing services in the production of a motion picture or other
    1-4  film image.
    1-5        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-6        SECTION 1.  Chapter 1036, Acts of the 62nd Legislature,
    1-7  Regular Session, 1971 (Article 8451a, Vernon's Texas Civil
    1-8  Statutes), is amended by adding Section 39A to read as follows:
    1-9        Sec. 39A.  A person who performs services, or who owns,
   1-10  operates, or manages a location where the services are performed,
   1-11  the primary purpose of which is to enable or assist the recipient
   1-12  of the services in being the subject of a motion picture or film
   1-13  image, is exempt from the application of this Act.
   1-14        SECTION 2.  The importance of this legislation and the
   1-15  crowded condition of the calendars in both houses create an
   1-16  emergency and an imperative public necessity that the
   1-17  constitutional rule requiring bills to be read on three several
   1-18  days in each house be suspended, and this rule is hereby suspended,
   1-19  and that this Act take effect and be in force from and after its
   1-20  passage, and it is so enacted.
