                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to the abolishment of the Texas High-Speed Rail Authority.
    1-3        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-4        SECTION 1.  (a)  The Texas High-Speed Rail Act (Article
    1-5  6674v.2, Revised Statutes) is repealed.
    1-6        (b)  The transfer of the powers and duties of the Texas
    1-7  High-Speed Rail Authority as provided by Article 4, Chapter 7, Acts
    1-8  of the 72nd Legislature, 1st Called Session, 1991, does not take
    1-9  effect.
   1-10        SECTION 2.  On the effective date of this Act:
   1-11              (1)  the Texas High-Speed Rail Authority is abolished,
   1-12  and the terms of the members of the board of the Texas High-Speed
   1-13  Rail Authority expire;
   1-14              (2)  all unobligated funds of the Texas High-Speed Rail
   1-15  Authority are transferred to the general revenue fund; and
   1-16              (3)  all property and records of the Texas High-Speed
   1-17  Rail Authority are transferred to the Railroad Commission of Texas.
   1-18        SECTION 3.  This Act takes effect September 1, 1995.
   1-19        SECTION 4.  The importance of this legislation and the
   1-20  crowded condition of the calendars in both houses create an
   1-21  emergency and an imperative public necessity that the
   1-22  constitutional rule requiring bills to be read on three several
   1-23  days in each house be suspended, and this rule is hereby suspended.
