                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to funding for the mailing of sample ballots to registered
    1-3  voters.
    1-4        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-5        SECTION 1.  Section 19.004, Election Code, is amended to read
    1-6  as follows:
    1-7        Sec. 19.004.  USE OF STATE FUNDS RESTRICTED.  (a)  Except as
    1-8  provided by Subsection (b), state <State> funds disbursed under
    1-9  this chapter may be used only to defray expenses of the registrar's
   1-10  office in connection with voter registration.
   1-11        (b)  The registrar may make any portion of the funds
   1-12  available to the county clerk to pay for expenses incurred in the
   1-13  mailing of sample ballots to registered voters.
   1-14        SECTION 2.  Section 19.006, Election Code, is amended to read
   1-15  as follows:
   1-16        Sec. 19.006.  STATE FUNDS NOT PART OF COUNTY BUDGET.  The
   1-17  commissioners court may not consider the availability of state
   1-18  funds under this chapter in adopting the county budget for the
   1-19  office of the voter registrar or county clerk.
   1-20        SECTION 3.  This Act takes effect September 1, 1995.
   1-21        SECTION 4.  The importance of this legislation and the
   1-22  crowded condition of the calendars in both houses create an
   1-23  emergency and an imperative public necessity that the
   1-24  constitutional rule requiring bills to be read on three several
    2-1  days in each house be suspended, and this rule is hereby suspended.
