A BILL TO BE ENTITLED
1-1 AN ACT
1-2 relating to the composition of the firemen's training school
1-3 advisory board.
1-4 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1-5 SECTION 1. Section 86.16(b), Education Code, is amended to
1-6 read as follows:
1-7 (b) The firemen's training school advisory board is composed
1-8 of:
1-9 (1) three members of the staff of the system appointed
1-10 by the system's board of regents, one of whom shall be the director
1-11 of the engineering extension service who serves ex officio as the
1-12 chairman of the advisory board;
1-13 (2) two <four> members or representatives of the State
1-14 Firemen's and Fire Marshals' Association of Texas or its successor,
1-15 appointed by the president or other managing officer of that
1-16 association;
1-17 (3) two members or representatives of the Texas
1-18 Association of Hispanic Firefighters, appointed by the president or
1-19 other managing officer of that association;
1-20 (4) one person who is fire protection personnel as
1-21 defined by Section 419.021, Government Code, and who is the head of
1-22 a training division for the fire department of a political
1-23 subdivision, appointed by the Texas Commission on Fire Protection;
1-24 and
2-1 (5) <(4)> one fire chief appointed by the president or
2-2 other managing officer of the Texas Fire Chiefs Association or its
2-3 successor.
2-4 SECTION 2. (a) This Act takes effect September 1, 1995.
2-5 (b) The positions of the appointed members of the firemen's
2-6 training school advisory board who were appointed by the State
2-7 Firemen's and Fire Marshals' Association of Texas under Section
2-8 86.16(b), Education Code, as that law existed before the effective
2-9 date of this Act, and who were serving immediately before September
2-10 1, 1995, are abolished on that date. As soon as practicable after
2-11 the effective date of this Act, the State Firemen's and Fire
2-12 Marshals' Association of Texas shall appoint the association's
2-13 representatives to the firemen's training school advisory board in
2-14 accordance with Section 86.16(b), Education Code, as amended by
2-15 this Act.
2-16 (c) As soon as practicable after the effective date of this
2-17 Act, the Texas Association of Hispanic Firefighters shall appoint
2-18 that association's representatives to the firemen's training school
2-19 advisory board in accordance with Section 86.16(b), Education Code,
2-20 as amended by this Act.
2-21 SECTION 3. The importance of this legislation and the
2-22 crowded condition of the calendars in both houses create an
2-23 emergency and an imperative public necessity that the
2-24 constitutional rule requiring bills to be read on three several
2-25 days in each house be suspended, and this rule is hereby suspended.
