By Coleman H.B. No. 2466 A BILL TO BE ENTITLED 1-1 AN ACT 1-2 relating to the issuance of tuition revenue bonds for the 1-3 University of Houston-Downtown. 1-4 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: 1-5 SECTION 1. Subchapter A. Chapter 55, Education Code, is 1-6 amended by adding Section 55.174 to read as follows: 1-7 Sec. 55.174 THE UNIVERSITY OF HOUSTON SYSTEM. (a) In 1-8 addition to the authority granted by Sections 55.13, 55.17, 55.171, 1-9 55.1715 and 55.19 of this code, the board of regents of the 1-10 University of Houston System may renovate and construct pedestrian 1-11 connections within and between buildings, acquire land and 1-12 construct improvements, including roads, paving, sidewalks, 1-13 lighting, safety, and other related infrastructure improvements for 1-14 the University of Houston-Downtown. 1-15 (b) Beginning September 1, 1995, the board may issue bonds 1-16 under this subchapter in an aggregate principal amount not to 1-17 exceed $8.5 million to finance those items. 1-18 (c) The board may pledge irrevocably to the payment of those 1-19 bonds all or any of the aggregate amount of student tuition charges 1-20 required or authorized by law to be imposed on students enrolled at 1-21 the University of Houston-Downtown or at a component of the 1-22 University of Houston System. The amount of a pledge made under 1-23 this subsection may not be reduced or abrogated while the bonds for 2-1 which the pledge is made, or bonds issued to refund those bonds, 2-2 are outstanding. 2-3 SECTION 2. The importance of this legislation and the 2-4 crowded condition of the calendars in both houses create an 2-5 emergency and an imperative public necessity that the 2-6 constitutional rule requiring bills to be read on three several 2-7 days in each house be suspended, and this rule is hereby suspended, 2-8 and that this Act take effect and be in force from and after its 2-9 passage, and it is so enacted.
