                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to the compensation for officers of certain political
    1-3  subdivisions.
    1-4        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-5        SECTION 1.  Section 141.004, Local Government Code, is
    1-6  amended to read as follows:
    1-7        Sec. 141.004.  Officers in Home-Rule Municipalities.  (a)
    1-8  The governing body of a home-rule municipality that has not adopted
    1-9  a city manager form of government may set the amount of
   1-10  compensation, including the salary, for each officer of the
   1-11  municipality.
   1-12        (b)  The governing body of a home-rule municipality that has
   1-13  adopted a city manager form of government may set the amount of
   1-14  compensation, including the salary, for an officer appointed by the
   1-15  governing body, a municipal clerk, a municipal attorney, or a
   1-16  member of the police force.
   1-17        (c)  Except as provided by Subsections (d) and (e), the mayor
   1-18  and each other member of the governing body of a home-rule
   1-19  municipality that has adopted a city manager form of government are
   1-20  entitled to $100 a day for each regular meeting of the governing
   1-21  body and $50 a day for each special meeting of the governing body.
   1-22  The mayor or another member of the governing body may not receive
   1-23  the compensation provided by this subsection for more than five
   1-24  special meetings each month.
    2-1        (d)  As an alternative to Subsection (c), the governing body
    2-2  of a home-rule municipality with a population of 250,000 or more
    2-3  that has adopted a city manager form of government may set by
    2-4  ordinance a salary for the mayor and each other member of the
    2-5  governing body.  The amount of the salary may not exceed $6,000 a
    2-6  year.
    2-7        (e)  As an alternative to Subsection (c), the governing body
    2-8  of a home-rule municipality with a population of less than 250,000
    2-9  that has adopted a city manager form of government may set by
   2-10  ordinance a salary for the mayor and each other member of the
   2-11  governing body.  The amount of the salary may not exceed $3,000 a
   2-12  year.
   2-13        SECTION 2.  Section 152.011, Local Government Code, is
   2-14  amended to read as follows:
   2-15        Sec. 152.011.  Amount Set by Commissioners Court.  The
   2-16  commissioners court of a county shall set the amount of the
   2-17  compensation, including the salary, and office and travel
   2-18  expenses<,> and all other allowances for county and precinct
   2-19  officers and employees who are paid wholly from county funds.
   2-20        SECTION 3.  The importance of this legislation and the
   2-21  crowded condition of the calendars in both houses create an
   2-22  emergency and an imperative public necessity that the
   2-23  constitutional rule requiring bills to be read on three several
   2-24  days in each house be suspended, and this rule is hereby suspended.
