66-18 SECTION 2. Section 1, Article III, Chapter 7, Acts of the
66-19 72nd Legislature, 2nd Called Session, 1991, is amended by adding
66-20 Subsection (d) to read as follows:
66-21 (d) In this Act, "block group" means all the blocks in a
66-22 tract or BNA that have the same first digit, according to the
66-23 Redistricting Map Data Base for the State of Texas described by
66-24 Subsection (a) of this section. A block group is designated by the
66-25 common first digit of all the blocks in the block group. For
66-26 example, blocks numbered 301, 342A, 342B, and 399Z located in a
66-27 single tract would all belong to the block group 3 for that tract,
67-1 and all the blocks in that tract beginning with a 3 would
67-2 constitute block group 3.
67-3 SECTION 3. (a) The changes made by this Act apply to the
67-4 election of the members of the Texas congressional delegation
67-5 beginning with the general election in 1996 for members of the
67-6 105th Congress.
67-7 (b) The changes made by this Act do not affect the
67-8 membership or districts of the Texas congressional delegation to
67-9 the 104th Congress. If a vacancy occurs in the office of a member
67-10 of the United States House of Representatives of the 105th Congress
67-11 elected from Texas and a special election is held to fill the
67-12 vacancy, the election shall be held in the district as it existed
67-13 when the vacating member was elected.
67-14 SECTION 4. The importance of this legislation and the
67-15 crowded condition of the calendars in both houses create an
67-16 emergency and an imperative public necessity that the
67-17 constitutional rule requiring bills to be read on three several
67-18 days in each house be suspended, and this rule is hereby suspended,
67-19 and that this Act take effect and be in force from and after its
67-20 passage, and it is so enacted.
