                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to the registration of certain motor vehicles.
    1-3        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-4        SECTION 1.  Section 5(c), Chapter 3, Acts of the 43rd
    1-5  Legislature, 2nd Called Session, 1934 (Article 6675a-3e, Vernon's
    1-6  Texas Civil Statutes), is amended to read as follows:
    1-7        (c)  The symbol, tab, or device required by Subsection (b) of
    1-8  this section shall be attached to the <inside of the vehicle's
    1-9  windshield, if the vehicle is equipped with a windshield, directly
   1-10  above the place where the motor vehicle inspection sticker is
   1-11  required to be placed.  If the vehicle has no windshield, the
   1-12  person who operates the vehicle shall, upon application for, or
   1-13  renewal of, the vehicle registration, notify the department,
   1-14  whereby the department shall issue a distinctive symbol, tab, or
   1-15  other device for attachment to the> rear license plate of the
   1-16  vehicle.  License plates may be purchased during the month
   1-17  preceding the date on which the registration expires.
   1-18        SECTION 2.  This Act takes effect September 1, 1995, and
   1-19  applies only to motor vehicle registrations and the validation of
   1-20  motor vehicle registrations issued for registration years ending
   1-21  after December 31, 1996.  The display of the validation of
   1-22  registrations issued for registration years before that date is
   1-23  governed by the law in effect immediately before the effective date
   1-24  of this Act, and the former law is continued in effect for that
    2-1  purpose.
    2-2        SECTION 3.  The importance of this legislation and the
    2-3  crowded condition of the calendars in both houses create an
    2-4  emergency and an imperative public necessity that the
    2-5  constitutional rule requiring bills to be read on three several
    2-6  days in each house be suspended, and this rule is hereby suspended.
