                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to the rules for general application of the Texas
    1-3  Department of Insurance.
    1-4        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-5        SECTION 1.  Article 1.03A, Insurance Code, is amended to read
    1-6  as follows:
    1-7        The Commissioner may adopt rules and regulations for the
    1-8  conduct and execution of the duties and functions of the department
    1-9  only as authorized by a statute.  Rules and regulations adopted in
   1-10  accordance with this subsection must reference the statute
   1-11  authorizing such rule or regulation and must be for general and
   1-12  uniform application and shall be published by the Commissioner on
   1-13  the basis of a systematic organization of such rules by their
   1-14  subject matter and content.  Such published rules shall be kept
   1-15  current and shall be available in a form convenient to all
   1-16  interested persons.
   1-17        SECTION 2.  The importance of this legislation and the
   1-18  crowded condition of the calendars in both houses create an
   1-19  emergency and an imperative public necessity that the
   1-20  constitutional rule requiring bills to be read on three several
   1-21  days in each house be suspended, and this rule is hereby suspended,
   1-22  and that this Act take effect and be in force from and after its
   1-23  passage, and it is so enacted.
