                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to pollutant source reduction and waste minimization.
    1-3        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-4        SECTION 1.  Section 361.505, Health and Safety Code, is
    1-5  amended by adding Subsection (f) to read as follows:
    1-6        (f)  A person may include recycling, reuse, treatment, or
    1-7  disposal activities  in the waste minimization portion of the plan
    1-8  in place of other source reduction or waste minimization activities
    1-9  if recycling, reuse, treatment, or disposal produces a more
   1-10  advantageous cost-benefit ratio in accomplishing the goals and
   1-11  policies of this subchapter.  This subsection does not alter or
   1-12  replace the requirements of Subsection (a) of this section, but is
   1-13  intended to create an additional option such as those contained in
   1-14  Subsection (b) of this section.
   1-15        SECTION 2.  This Act takes effect September 1, 1995.
   1-16        SECTION 3.  The importance of this legislation and the
   1-17  crowded condition of the calendars in both houses create an
   1-18  emergency and an imperative public necessity that the
   1-19  constitutional rule requiring bills to be read on three several
   1-20  days in each house be suspended, and this rule is hereby suspended.
