                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to contracts entered into by the prison industries office
    1-3  of the institutional division of the Texas Department of Criminal
    1-4  Justice.
    1-5        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-6        SECTION 1.  Section 497.010, Government Code, is amended to
    1-7  read as follows:
    1-8        Sec. 497.010.  Compliance.  The prison industries office may
    1-9  enter into a contract with a private business under Section 497.006
   1-10  only if the contract specifies that the prison industries office
   1-11  and the private business will comply with the Private Sector/Prison
   1-12  Industry Enhancement Certification Program operated by the Bureau
   1-13  of Justice Assistance and authorized by 18 U.S.C. Section 1761 (42
   1-14  U.S.C.  Section 3701 et seq).
   1-15        SECTION 2.  The importance of this legislation and the
   1-16  crowded condition of the calendars in both houses create an
   1-17  emergency and an imperative public necessity that the
   1-18  constitutional rule requiring bills to be read on three several
   1-19  days in each house be suspended, and this rule is hereby suspended,
   1-20  and that this Act take effect and be in force from and after its
   1-21  passage, and it is so enacted.
