                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to parking privileges for a disabled person.
    1-3        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-4        SECTION 1.  Section 6(b), Chapter 338, Acts of the 64th
    1-5  Legislature, Regular Session, 1975 (Article 6675a-5e.1, Vernon's
    1-6  Texas Civil Statutes), is amended to read as follows:
    1-7        (b)  The owner of a vehicle on which the special license
    1-8  plates are displayed or in which a removable windshield
    1-9  identification card is placed on the rearview mirror of the front
   1-10  windshield is exempt from the payment of fees or penalties imposed
   1-11  by a governmental authority for parking at a meter, in a parking
   1-12  garage or lot, or in a space with a limitation on the length of
   1-13  time for parking, unless the vehicle was not parked at the time by
   1-14  or for the transportation of a disabled person.  This exemption
   1-15  does not apply to fees or penalties imposed by a branch of the
   1-16  United States government.  This section does not permit parking a
   1-17  vehicle at a place or time that parking is prohibited.
   1-18        SECTION 2.  The importance of this legislation and the
   1-19  crowded condition of the calendars in both houses create an
   1-20  emergency and an imperative public necessity that the
   1-21  constitutional rule requiring bills to be read on three several
   1-22  days in each house be suspended, and this rule is hereby suspended,
   1-23  and that this Act take effect and be in force from and after its
   1-24  passage, and it is so enacted.
