                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to an exception from the open meeting law for certain
    1-3  meetings of school district boards of trustees.
    1-4        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-5        SECTION 1.  Subchapter D, Chapter 551, Government Code, is
    1-6  amended by adding Section 551.0831 to read as follows:
    1-7        Sec. 551.0831.  SCHOOL BOARDS; TRAINING AND ORIENTATION;
    1-8  DEVELOPMENT OF LONG-RANGE STRATEGIC PLANS.  This chapter does not
    1-9  require a school board to conduct an open meeting for the purpose
   1-10  of:
   1-11              (1)  allowing members of the board to participate in
   1-12  training and orientation activities in accordance with Section
   1-13  23.33, Education Code; or
   1-14              (2)  developing long-range strategic plans for the
   1-15  district, except that a meeting at which formal action is taken by
   1-16  the board to adopt a long-range strategic plan must be open.
   1-17        SECTION 2.  The importance of this legislation and the
   1-18  crowded condition of the calendars in both houses create an
   1-19  emergency and an imperative public necessity that the
   1-20  constitutional rule requiring bills to be read on three several
   1-21  days in each house be suspended, and this rule is hereby suspended,
   1-22  and that this Act take effect and be in force from and after its
   1-23  passage, and it is so enacted.
