                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to the inspection and certification of elevators and
    1-3  related equipment.
    1-4        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-5        SECTION 1.  Subchapter B, Chapter 754, Health and Safety
    1-6  Code, is repealed.
    1-7        SECTION 2.  (a)  The repeal by this Act of Subchapter B,
    1-8  Chapter 754, Health and Safety Code, does not apply to an offense
    1-9  committed under that subchapter before the effective date of the
   1-10  repeal.  For purposes of this section, an offense is committed
   1-11  before the effective date of the repeal if any element of the
   1-12  offense occurs before that date.
   1-13        (b)  An offense committed before the effective date of the
   1-14  repeal is covered by that subchapter as it existed on the date on
   1-15  which the offense was committed, and the former law is continued in
   1-16  effect for that purpose.
   1-17        SECTION 3.  The importance of this legislation and the
   1-18  crowded condition of the calendars in both houses create an
   1-19  emergency and an imperative public necessity that the
   1-20  constitutional rule requiring bills to be read on three several
   1-21  days in each house be suspended, and this rule is hereby suspended,
   1-22  and that this Act take effect and be in force from and after its
   1-23  passage, and it is so enacted.
