                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to the operation and re-creation of the dedicated accounts
    1-3  known as the General Land Office special account and the veterans
    1-4  housing program fee account.
    1-5        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-6        SECTION 1.  Section 161.069, Natural Resources Code, is
    1-7  amended by adding subsection (b) to read as follows:
    1-8        (b)  Sections 403.094 and 403.095, Government Code, do not
    1-9  apply to the dedicated account created under this section.
   1-10        SECTION 2.  Section 162.003(a), Natural Resources Code, is
   1-11  amended by adding subsection (4) to read as follows:
   1-12              (4)  Sections 403.094 and 403.095, Government Code, do
   1-13  not apply to the dedicated account created under this section.
   1-14        SECTION 3.  The General Land Office special account and the
   1-15  veterans housing program fee account are re-created as special
   1-16  dedicated accounts to be used for the purposes designated in
   1-17  Chapters 161 and 162, Natural Resources Code.
   1-18        SECTION 4.  The importance of this legislation and the
   1-19  crowded conditions of the calendars in both houses create an
   1-20  emergency and an imperative public necessity that the
   1-21  constitutional rule requiring bills to be read on three several
   1-22  days in each house be suspended, and this rule is hereby suspended,
   1-23  and that this Act take effect and be in force from and after its
    2-1  passage, and it is so enacted.
