                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to the enforcement of vehicle parking ordinances in
    1-3  certain municipalities.
    1-4        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-5        SECTION 1.  Section 5, Article 6701d-24, Revised Statutes, is
    1-6  amended to read as follows:
    1-7        Sec. 5.  Enforcement.  An order filed under Subsection (b) of
    1-8  Section 4 of this article may be enforced by:
    1-9              (1)  impounding the vehicle; however, no vehicle may be
   1-10  impounded unless the offender has committed three or more offenses
   1-11  in any period of 12 consecutive months <calendar year>;
   1-12              (2)  placing a device that prohibits movement of a
   1-13  motor vehicle on the vehicle that is the subject of the order
   1-14  filed;
   1-15              (3)  added fine if not paid within a specified time;
   1-16              (4)  denial of parking permits; or
   1-17              (5)  refusing to allow the registration of the vehicle
   1-18  as provided by Subsection (a-3), Section 2, Chapter 88, General
   1-19  Laws, Acts of the 41st Legislature, 2nd Called Session, 1929
   1-20  (Article 6675a-2, Vernon's Texas Civil Statutes).
   1-21        SECTION 2.  The importance of this legislation and the
   1-22  crowded condition of the calendars in both houses create an
   1-23  emergency and an imperative public necessity that the
   1-24  constitutional rule requiring bills to be read on three several
    2-1  days in each house be suspended, and this rule is hereby suspended.
