                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to the safety of public school students riding on
    1-3  transportation company or system buses.
    1-4        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-5        SECTION 1.  Section 21.181, Education Code, is amended by
    1-6  adding Subsection (g) to read as follows:
    1-7        (g)  The transportation company or system contracting under
    1-8  this section shall conduct, in a manner and on a schedule approved
    1-9  by the county or district school board, the following education
   1-10  programs:
   1-11              (1)  a program to inform the public that public school
   1-12  students will be riding on the company's or system's buses;
   1-13              (2)  a program to educate the drivers of the buses to
   1-14  be used under the contract of the special needs and problems of
   1-15  public school students riding on the buses; and
   1-16              (3)  a program to educate public school students on bus
   1-17  riding safety and any special considerations arising from the use
   1-18  of the company's or system's buses.
   1-19        SECTION 2.  A transportation company or district subject to
   1-20  Section 21.181(g), Education Code, as added by this Act, on the
   1-21  effective date of this Act, shall begin conducting the programs
   1-22  required by that section before January 1, 1996.
   1-23        SECTION 3.  The importance of this legislation and the
   1-24  crowded condition of the calendars in both houses create an
    2-1  emergency and an imperative public necessity that the
    2-2  constitutional rule requiring bills to be read on three several
    2-3  days in each house be suspended, and this rule is hereby suspended,
    2-4  and that this Act take effect and be in force from and after its
    2-5  passage, and it is so enacted.
