                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to group hospital and medical services fees and services
    1-3  at component institutions of The Texas A&M University System.
    1-4        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-5        SECTION 1.  Section 54.507(a), Education Code, is amended to
    1-6  read as follows:
    1-7        (a)  The Board of Regents of The Texas A&M University System
    1-8  may levy and collect from each student at any institution of higher
    1-9  education which is a part of The Texas A&M University System a
   1-10  compulsory group hospital and medical services fee of not to exceed
   1-11  $75 <$25> for each regular semester and not to exceed $25 <$12.50>
   1-12  for each term of each summer session.  The compulsory group
   1-13  hospital and medical services fee may not be levied unless the levy
   1-14  of the fee has been approved by a majority vote of those students
   1-15  at the affected institution participating in a general student
   1-16  election called for that purpose.  After a levy of the fee has been
   1-17  approved, an increase in the fee of more than 10 percent must be
   1-18  approved by a majority vote of the students at the affected
   1-19  institution voting in an election held for that purpose.  An
   1-20  election under this section must also permit the students to cast a
   1-21  nonbinding vote on whether hospital and medical services should be
   1-22  provided to students at the institution by a private entity.
   1-23        SECTION 2.  This Act applies to fees due beginning with the
   1-24  fall semester of 1995.
    2-1        SECTION 3.  The importance of this legislation and the
    2-2  crowded condition of the calendars in both houses create an
    2-3  emergency and an imperative public necessity that the
    2-4  constitutional rule requiring bills to be read on three several
    2-5  days in each house be suspended, and this rule is hereby suspended,
    2-6  and that this Act take effect and be in force from and after its
    2-7  passage, and it is so enacted.
