                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to labeling of products containing hazardous substances.
    1-3        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-4        SECTION 1.  Section 1, Chapter 678, Acts of the 71st
    1-5  Legislature, Regular Session, 1989 (V.T.C.A., Health & Safety Code
    1-6  S 501.002), is amended by the addition of Subsection (1) to read as
    1-7  follows:
    1-8              (1)  Cement or cement-like products produced in a
    1-9  process employing the use of "hazardous waste" or fuels containing
   1-10  "hazardous waste" as such term is defined in the Resource
   1-11  Conservation and Recovery Act (42 U.S.C. S 6901 et seq.) or
   1-12  regulations promulgated thereunder.
   1-13        SECTION 2.  This Act takes effect September 1, 1995.
   1-14        SECTION 4.  The importance of this legislation and the
   1-15  crowded condition of the calendars in both houses create an
   1-16  emergency and an imperative public necessity such that the
   1-17  constitutional rule requiring bills to be read on three several
   1-18  days in each house be suspended, and this rule is hereby suspended.
