                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to the State's purchasing goals for Historically
    1-3  underutilized businesses.
    1-4        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-5        SECTION 1.  Section 3.10(b), State Purchasing and General
    1-6  Services Act (Article 601b, Vernon's Texas Civil Statutes), is
    1-7  amended to read as follows:
    1-8        The commission and each state agency shall make a good faith
    1-9  effort to assist historically underutilized businesses in receiving
   1-10  a percentage of contracts to minority-owned businesses and a
   1-11  percentage to women-owned businesses.
   1-12        DEFINITION.  "Minority" shall be defined as members of groups
   1-13  to include black Americans, Hispanic Americans, Asian Pacific
   1-14  Americans, and Native Americans.
   1-15        SECTION 2.  The importance of this legislation and the
   1-16  crowded condition of the calendars in both houses create an
   1-17  emergency and an imperative public necessity that the
   1-18  constitutional rule requiring bills to be read on three several
   1-19  days in each house be suspended, and this rule is hereby suspended,
   1-20  and this Act take effect and be in force from and after its
   1-21  passage, and it is so suspended.
