                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to the funding of county programs for juveniles who have
    1-3  engaged in conduct indicating a need for supervision or delinquent
    1-4  conduct.
    1-5        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-6        SECTION 1.  FUNDING OF COUNTY PROGRAMS.  (a)  A county that
    1-7  operates a program for juveniles who have engaged in conduct
    1-8  indicating a need for supervision or delinquent conduct is entitled
    1-9  to receive funds from the Texas Juvenile Probation Commission:
   1-10              (1)  to be used only for expenses related to the
   1-11  program; and
   1-12              (2)  in an amount equal to not more than 50 percent of
   1-13  the money spent by the county on the program.
   1-14        (b)  The agency shall by rule provide for the application and
   1-15  disbursement of the funds to the county.
   1-16        SECTION 2.  EMERGENCY.  The importance of this legislation
   1-17  and the crowded condition of the calendars in both houses create an
   1-18  emergency and an imperative public necessity that the
   1-19  constitutional rule requiring bills to be read on three several
   1-20  days in each house be suspended, and this rule is hereby suspended,
   1-21  and that this Act take effect and be in force from and after its
   1-22  passage, and it is so enacted.
